Toussaint L'Ouverture was a colorful historical figure, born in slavery, who rose to rule Haiti in 1801. His surname, which he normally spelled "Louverture," has nothing to do with the musical form, although Coleridge-Taylor's work happens to be a concert overture.
Novello, the ostensible publisher, is apparently unable to find the parts.
