Apparently intended to include an optional unison male chorus ("people’s chorus") singing "Heil! Heil! dem Kaiser." This chorus is not shown in the most published scores, but may be found in the Sämtliche Werke, v.18 no.3, p.158; the same volume contains an SATB version of the vocal part (p.269).
